THE EVENT
This is a prestigious, stylish event that will crown "Southern California" and "Long Beach" titleholders in four divisions:
- Little Miss (1st or 2nd grade)
- Teen (ages 14-18)
- Miss (ages 19-29)
- Mrs. (age 21+, currently married)
Pageant day will culminate in The Grand Ballroom at The Grand Long Beach Event Center with an exciting and elegant event that brings seasoned competitors, as well as first-time delegates to the stage. The pageant is presented by Justin Rudd, his nonprofit 501c3 "Community Action Team (C.A.T.)" and The Grand Long Beach Events Center.
ENTRY FEE
- Teen/Miss/Mrs, $200 (some partial entry fee scholarships available)
- Little Miss, $50
- Additionally, each contestant is required to sell at least $100 in tickets by at least one week before the pageant. Tickets are on sale in the lobby at The Grand Long Beach Event Center during regular daytime hours. Payable with check or cash. Or, order tickets online using credit card by clicking the "tickets" tab above.
- Ticket price includes admission to the after-party.
- No refunds or transfers of entry fees or ticket sales.
- There is no printed program book, and subsequently, no required ad sales.
TO QUALIFY
- "Southern California" contestants must live, work or attend school in Southern California.
- "Long Beach" contestants must live, work or attend school in Long Beach.
- Delegates who live, work, or go to school in Long Beach are eligible to receive the "Long Beach" and "Southern California" titles.
WHAT TO "NOT" EXPECT
- no rehearsals before pageant day.
- no required orientations.

no opening number or choreography, and no talent competition.

no required platforms (social issues or causes), but a contestant is welcome to have one or more platforms.

no political or religious questions from our judges.

no height requirement.

NOTE Little Miss delegates may not wear makeup and may not enhance themselves with false teeth, lashes, hair extensions, spray tans, etc. This is a "natural" Little Miss pageant.
ELEMENTS OF COMPETITION
- personal interview - 25%
- evening gown (party dress for Little Miss) - 25%
- swimwear (sarongs are optional; casual wear for Little Miss) - 25%
The remaining 25% of each preliminary score will come from pageant staff and perhaps a few former titleholders.
Interview: Interview is an approx. 3-minute (Little Miss is 2-minute) private conversation with contestant and each judge. The judges will have read a 1-page info sheet about you that you will provide prior to your interview. They will ask you questions about yourself. They will be looking for articulate and concise responses, comfort level, personality, first impression, and self-confidence. All contestants should wear an age appropriate pants- or skirt-suit proper for an interview. 25% of preliminary score.
Introduction: All contestants will introduce themselves on-stage for approx. 20 seconds, in the same outfit she wore in the interview room. There are no particular requirements for this intro, other than finishing it with "from (city where you live, work or attend school), I am contestant # (your contestant number), (first name, last name)." Not scored, but judges will see.
Swimsuit: The Teen/Miss/Mrs. judges will be looking for energy, confidence, and physical fitness. Swimsuit can be a 1- or 2-piece in any color or pattern. Contestants may also utilize a sarong. Swimsuits must be in good taste, and no thongs are allowed. We suggest wearing clear, lucite heels or skin tone shoes and panty hose is optional. Little Miss will wear casual outfits, not swimwear. 25% of preliminary score.
Evening gown: Teen/Miss/Mrs. gowns should be floor-length, any color, any style, age-appropriate, tasteful and display true elegance and sophistication. Little Miss should wear a party dress of her choice (i.e. something she would wear to church or a wedding). Judges will be evaluating stage presence, poise, composure and overall presentation. Contestants will be escorted by their father; husband or wife; or another influential figure in her life. Escorts will need to purchase a ticket, and should come backstage right after the swimsuit competition ends. We can provide an escort if one is needed. 25% of preliminary score.
FINALISTS
Approx. 5-8 finalists are expected to be announced in each division and will include "Southern California" and "Long Beach" candidates with the highest preliminary scores.
FINAL QUESTION
The finalists will be given an on-stage question/interview from the host/emcee and will be judged on her speaking ability, confidence and ability to think quickly to express herself. The final balloting will take into consideration the finalists' answer to the question and her overall impression on the judges throughout the competition.
WHAT'S NEW
- New pageant owner: Justin Rudd's nonprofit 501c3 Community Action Team bought the pageant from the Long Beach Junior Chamber;
- New pageant director Justin Rudd is a pageant expert (PageantStar.com), with 20 years as a pageant coach, director, emcee and judge;
- new upscale venue at The Grand Long Beach Event Center (three-year pageant partnership with The Grand Long Beach Event Center and Ryan Choura of Choura Venue Services);
- more total prize money (was $1,500 last year, and $6,500 this year);
- added "Southern California" titles, as well as divisions for Mrs. and Little Miss contestants (total of 8 titles);
- widened the age range in the Miss division from 17-26 to 19-29;
- gotten rid of all rehearsals and mandatory pre-pageant meetings/seminars, even though we will have three optional one-hour orientations;
- removed the opening number;
- discontinued the program book and the contestants' previous requirement of program book ad sales;
- cut the entry fee by 75% if paid by Nov. 1 (was $400 last year; $100 by Nov. 1 this year);
- reduce required tickets sales by contestants in half (was $200 worth in sales, now just $100)
- allowing contestants to wear a 2-piece swimsuit (mandatory 1-piece in the past)and allowing a sarong;
- implementing an appearance contract for each titleholder -- giving them the option to make appearances in which appearance fees will accrue. In years past, the titleholders received their prize money, regardless of the number of appearances she attended;
- plentiful free parking;
- after-party held on-site (free for delegates and each ticketholder);
- delegates will be escorted during evening gown competition by their fathers or other important family figure (Mrs. escorted by their spouse).
PAYMENT OPTIONS
Check or money order payable to "CAT," c/o Justin Rudd, 5209 E. The Toledo #1, Long Beach, CA 90803. If you are not accepted as a contestant because of eligibility, your payment will be returned to you. Once accepted and check is deposited, fees are non-refundable and non-transferable.
SPONSORS
We've lowered the entry fee this year by 75%, so that contestants don't have to go get sponsorship money. Pageant contestants may personally pay the entry fee or acquire sponsors to pay the entry fee. Feel free to ask businesses and family members to support your endeavor. Be creative and start with businesses you patronize like your insurance provider, place of employment, dentist, stylist, etc. Sponsors should make their checks out to the contestant, who will then write a check or money order payable to CAT.
ORIENTATIONS
There are three optional orientations for delegates that will last one hour each at The Grand Long Beach Event Center. You are not required to attend, but can attend any or all. You can register and pay entry fees at these events, purchase tickets, and ask questions.

COURT
We will announce a winner and a 1st runner-up in each division of the "Southern California" and "Long Beach" pageants. It is possible for a contestant to be the runner-up for both the "Southern California" and "Long Beach" titles. For example, if a Miss delegate from Long Beach has the third highest score, then she would be first in line to take over either the "Southern California" or "Long Beach" titleholder should either of them not be able to fulfill their duties.
OFFICIAL APPEARANCES & APPEARANCE CONTRACT
The titleholders will represent this area and the Community Action Team (C.A.T.) as goodwill ambassadors and official hostesses at events. Typically, titleholders will make several appearances during their reign at charity events, official city programs, and business events. There will be approx. 30-50 possible appearances for each titleholder on behalf of CAT. Titleholders are not required to attend every one, but we do ask that you make concerted efforts to attend.
Moreover, each titleholder will be awarded an appearance contract and will accrue approx. $50 for each CAT appearance. For example, a Miss titleholder who attends 20 events @ $50 each will receive her complete $1,000 prize money at the conclusion of those 20 appearances.
Examples of appearances for the Community Action Team (CAT) include the Long Beach Losers awards ceremony on Nov. 19, 2009; Long Beach Turkey Trot 5K/10K on Thanksgiving morning; the Bulldog Beauty Contest on Valentine's weekend, the National Adult Spelling Bee, monthly 30-Minute Beach Cleanups, and the Haute Dog Howl'oween Parade. GOING ON TO STATE PAGEANT
The winners may also choose (if qualified) to participate in an approved state pageant in California representing their Long Beach or Southern California titles when at-large delegates are allowed (i.e. Miss California USA, Miss California Int'l or Mrs. California United States) and if that area title is available. The titleholders may also choose to use her accumulated appearance fees to enter that state pageant.
PAGEANT HISTORY
The Miss Long Beach Pageant was created by the Long Beach Junior Chamber of Commerce in 1950. After the Pageant's dormancy, beginning in 1979 due to a lack of community funding and support, the event was revived in 1985. The first "Miss Teen Long Beach" was selected in 1995. The pageants were transferred to Justin Rudd and his nonprofit 501c3 Community Action Team (C.A.T.) in late Dec. 2008, and 2009 will mark the addition of the "Little Miss" and "Mrs." titles, as well as the addition of the Little Miss/Teen/Miss and Mrs. Southern California designations.

1. The pageant is Sunday, Nov. 15, 2009. Entry fees are 1/2 off if paid by Nov. 1, 2009.
2. Age requirements: Miss delegates must be 19 - 29 years old on pageant day. Teen delegates must be 14 -18 on pageant day. Little Miss must be in first or second grade. Mrs. delegates must be at least 21 on pageant day. Documentation required for verification.
3. "Long Beach" delegates must live, work, or go to school within Long Beach. "Southern California" delegates must live, work, or go to school within Southern California. Documentation must be provided for verification.
4. Teen and Miss delegates must have never been married, or had a marriage annulled, nor given birth. They must not be pregnant or a parent. These delegates must sign a sworn declaration also signed by your parents as proof. You further agree that you will not marry or become pregnant until the obligations as a delegate or as a titleholder have been fully discharged. If any of these conditions change, you will notify the pageant director immediately, and you understand that this may affect your eligibility.
5. Delegates must be a citizen of the United States of America, or hold a green card, and must be of good health and moral character.
6. Delegates must never have been convicted of a felony or other serious crime.
7. Mrs. delegates must be married for at least the 60 days prior to pageant day. Documentation required for verification (i.e. marriage license). It is okay to have been previously divorced. Legal same-sex marriages are welcome.
8. Violation of pageant rules or contract is reason for immediate disqualification from the pageant or removal of the title and the return of all prizes, money received, and forfeiture of any appearance fees owed. The pageant director reserves the right to remove titles or delegates from the pageant for immoral or illegal conduct, as determined by the pageant director.
9. The pageant will be judged utilizing the categories of interview, evening gown, swimwear, and on-stage questions. The decision of the judges will be final.
10. Delegates will furnish their own full-length gown, swimsuit, and business suit that will be worn for both the personal interview and on-stage introduction. Delegates are required to do their own hair, makeup and wardrobing on pageant day.
11. Delegates will provide their own snacks, meals and drinks on pageant day.
12. Titleholders agree to clear all public appearances representing the title with the pageant director, and further agree not to use the title or make appearances without the consent of the pageant director.
13. Entrant may have a modeling or agency contract, but it does not give that entity the right to use the title or reference without written permission from the pageant director.
14. Any applicant entering this pageant under false pretense will, thereby, forfeit the title and all prizes awarded to her.
15. Candidates must represent that they have not and will not engage in any activities which, if
disclosed to the public, would bring, or tend to bring, the candidate, the pageant director, the pageant, or any of their subsidiaries, affiliated or related companies into disrepute, ridicule
or contempt not limited to, but to include any type of use of illegal drugs, any other illegal behavior or activity, professional or amateur nude or semi-nude dancing or modeling in any sexually-oriented business or club, any type of nude or semi-nude photographs or video tapes, prostitution, any felony conviction, probation or misdemeanor involving moral turpitude.
16. Delegates must agree that if they win the title, then they will not participate in any pageants during the time that they hold the "Long Beach" or "Southern California" titles, unless
authorized in writing by the pageant director.
17. CONTESTANTS MUST RELEASE, UNCONDITIONALLY & FOREVER, ANY
CLAIM AGAINST THIS PAGEANT, OR RELATED COMPANIES AND THEIR RESPECTIVE OFFICERS, DIRECTORS, PARTNERS, EMPLOYEES, AGENTS AND ASSIGNS, WHICH CONTESTANT MAY HAVE BY VIRTUE OF THEIR PARTICIPATION OR BY ANY USE OF THE CONTESTANT'S NAME, LIKENESS, VOICE AND/OR BIOGRAPHY IN CONNECTION WITH THE CONTESTANTS PAGEANT, INCLUDING USE IN ALL PROMOTIONAL AND ADVERTISING MATERIAL, WITH OR WITHOUT COMPENSATION.
18. On pageant morning, contestants must arrive with all wardrobe needs, since they are not allowed to leave the pageant location once they check-in. No friends or family members will be allowed in the dressing room at any time.
19. Judges scores and comments will not be shared. Contestants should not address judges after the pageant concerning their performance in the pageant.
20. Delegate will conduct herself in a courteous, professional manner at all times during the Pageant and while representing a area title and/or pageant title.
21. Delegates are expected to be on time and present for all rehearsals and events during the pageant.
22. Delegate will not slander or libel other contestants, judges, directors, sponsors, Community Action Team (C.A.T.), staff or anyone else involved with or connected to the Pageant. Defamatory verbal and/or written remarks against contestants, judges, directors, sponsors, CAT, staff or anyone else involved with or connected to the Pageant will result in immediate disqualification, forfeiture of any and all prizes and awards won and possible legal charges.
23. Good sportsmanship is expected at all times. Disruptive behavior before, during, or after the pageant may result in disqualification, removal from the premises and possible legal charges.
24. Delegate agrees to sign a Code of Conduct statement indicating agreement to abide by the terms specified here. Failure to sign does not in any way release delegate from responsibility to abide by the Code of Conduct stated here.
25. All issues related to the Code of Conduct and consequences for violation thereof shall be determined solely and exclusively by staff and CAT/Justin Rudd. Entrant agrees to accept such determinations made by the aforementioned both as to herself and others.
26. All eligibility issues are resolved at the discretion of the pageant director.
27. Entrant agrees to abide by eligibility rules and agrees to provide an original copy of birth certificate, a driver's license or marriage license for verification if necessary.
28. Pageant reserves the right to refuse entry for any reason.
29. Refund Policy: Fees and ticket sales are not refundable or transferable in full or in part under any circumstances, unless not accepted as a contestant. In this event, all fees will be returned within seven days of checks clearing.
30. Entry fees and at least $100 in ticket sales must be paid in full at least 24 hours prior to the pageant.
31. The pageant is not required to arrange travel or accommodations. Delegates who are under the age of 18 may be required to be accompanied by an adult during rehearsals and the show.
32. Judges will be a diverse group, representing a variety of industries and experiences. They will not share their scores with fellow judges.
33. Delegate agrees to sign a Rules and Regulations statement indicating agreement to abide by the terms specified above. Failure to sign does not in any way release delegate from responsibility to abide by the Rules & Regulations.
34. If I have competed in or won the pageant, may I return? Yes! But, remember, you cannot hold the same title more than once. For example, a former Miss Long Beach can compete this year for Miss Southern California.
35. A titleholder's reign may or may not be more/less than 365 days -- all depending on the date selected to hold the next year's pageant.
36. Little Miss delegates may not wear makeup and may not enhance themselves with false teeth, lashes, hair extensions, wigs, spray tans, etc. This is a "natural" Little Miss pageant.
37. These rules are subject to change or amendment.
CONTESTANTS MUST ALSO AGREE:
I agree that, If I am selected as the winner of the pageant, that for one year from the day of the selection (or until the next regularly scheduled pageant; whichever comes first), my professional affairs as said winner shall be under the sole and complete management of my Pageant Director and I will not give any written or verbal endorsement of any mercantile commodity or commercial or charitable organization without obtaining specific written authority from the Pageant Director. I agree that I will make no appearances whatsoever unless official authorization is granted by the Pageant Director. I understand and agree that doing so could result in the loss of my title and return of any and all prizes awarded. I agree that I will not incur, and am not authorized to incur, any debts on behalf of the Pageant.
